GeoIP hasn't been too accurate on recent sunmissions

Lately the information of the GeoIP information on SFS submissions has not been accurate.

For example this was reported this AM - 223.123.86.49
When I view the Log for the associated spammer all are given the moniker of China

netname:        CMPAKLIMITED-PK
descr:          CMPak Limited
country:        PK
org:            ORG-CL1-AP

Another example reported this AM - 86.127.227.92
When I view the Log for the associated spammer all are given the moniker of Romania

it should be more accurate now, sorry about that ....

... it's been a hectic end of year

I'll update the records for the last couple of months to better reflect entries

- some 360,000 records have new country data and 6000 new ASN numbers
- ASN names have been updated as well
